Elite Security presentation

It is a Family business, they focus on removing people from the properties and offering peace of mind.

To get an accurate quote for security services they will need to know which businesses are most likely interested and then go and look at each property. As for a framework for the bid, for every 6 businesses added to the bundle the rate for a guard goes down a couple of dollars per hour. 

What they need to know about NIBA needs:

  • How many businesses need security?

  • What area do they cover?

Questions:

  • How they will operate:

    • Campers: Limited on what they can do in public streets. If they are not breaking any laws are difficult to remove them. They will keep watching them.

    • Andrea shared her experience with Security and how they helped her even before her bank paid for security. The police did not help her.

  • What is the security proposal? How many people do they have?

    • They want to start with 6 businesses and do increase by 6.

    • If they are spread geographically, they will have one guard per area.

  • What is the proposal for hours of patrolling?

    • They will ask businesses about what times are when they are hit the most.

Chris: evenings and weekends would be the best time to cover.

  • If geographically split how often would they car patrol? 

    • Every half an hour. When they start the contract, they patrol every half an hour after they establish their presence they will go up to every hour.

    • Currently, the car patrolling is in unmarked vehicles

An apartment complex used to have armed guards for a few months, after the traffic slowed down they reduced the name of guards

  • Elite security has armed and unarmed guards

  • NIBA area is huge, how are they planning to cover the area?

  • Transients relocate quickly.  The plan is to keep pushing them out of the boundaries. Then the transients leave the boundary of the Elite security contract they do not worry about them.

Next steps:

  • Find out which businesses are interested on hire security

  • Send emails asking for interest

  • Chris will reach out to people interested

  • Michael will create a survey for companies he reach out and ask about what interest them about security.

Office of Mayor Ted Wheeler Resources:

The Impact Reduction Program dashboard shows a live data set of reported and remediated campsites across the city. 

  • Current Portland Police staffing numbers, including historical trends, can be found here.  As you can see, we are striving to overcome retirements with accelerated hiring and training and continue to fund all vacant positions despite budget cuts elsewhere. 

  • Unfortunately, there is not a direct line to contact Portland Street Response as 9-1-1 is still the only means to request their services. 

  • Steve Kountz of BPS asked a question about industrial land availability so I also wanted to share our city’s five-year economic development strategy.  It prioritizes competitive clusters, e.g. metals and machinery and clean technology, to drive growth and job creation – several of these prioritized clusters depend on industrially zoned properties and supportive infrastructure. 

  • Prosper Portland maintains a Small Business Hub website to share all of the various business incentives that the City offers, with additional info about access state programs.
